A helpful way to understand L2TP VPN operation is to follow the path of a packet:

  1. Your VPN client establishes a control session with the VPN gateway (the management/coordination part).
  2. It then creates a data tunnel so application traffic can be carried inside encapsulated packets.
  3. When you request a website or service, your traffic is packaged into the tunnel.
  4. The VPN gateway unwraps the tunnel and forwards the original traffic to its destination (and it does the reverse for replies).

The practical outcome is that the destination you reach “sees” traffic coming from the VPN gateway rather than directly from your device.
