L2TP/IPsec is a combination of two technologies used to build a secure VPN connection. L2TP (Layer 2 Tunneling Protocol) focuses on creating a tunnel for network traffic. IPsec (Internet Protocol Security) focuses on protecting that traffic with cryptographic mechanisms such as encryption and integrity checks.
In other words: L2TP is about how packets are carried inside a tunnel, while IPsec is about how those packets are protected while they travel.
A simple model of how it works
A helpful way to think about L2TP/IPsec is as two layers working together:
- L2TP establishes and maintains the tunnel for carrying traffic.
- IPsec secures the tunnel traffic with cryptographic protection.

L2TP/IPsec is important because it addresses two common security goals for network traffic:
- Confidentiality: encryption helps protect against straightforward eavesdropping.
- Integrity and authenticity: integrity checks and authentication reduce the chance of undetected modification.
It also changes the threat model. Instead of your device sending traffic directly to a destination over the public internet, it sends traffic to the VPN endpoint in a protected manner, and the tunnel helps keep intermediate networks from easily reading or altering the traffic.

Even though L2TP/IPsec is often described as a single option, it’s really a pairing. That means its security properties are not only “about L2TP,” and not only “about IPsec.” They come from the combined behavior.
Key limits and exceptions to keep in mind:
- Configuration matters: weak or outdated settings can reduce real protection.
- Overhead can vary: tunneling and cryptographic processing add processing work and packet overhead; performance can differ by network and device capability.
- Compatibility vs security trade-offs: some environments may support L2TP/IPsec because of broad availability, but you should still verify that the specific security settings match your expectations.
- Not all threats are solved: a VPN protects traffic in transit, but it doesn’t inherently remove risks from malicious websites, compromised accounts, or malware on endpoints.
If a provider labels a connection as “L2TP/IPsec,” the label alone doesn’t fully specify the strength of the protection—implementation and configuration are decisive.
Practical checks you can do
You can validate your understanding by checking a few concrete items in the way a connection is configured and described in your environment:
- Identify whether the connection uses L2TP with IPsec protections, not just one of them.
- Look for information about authentication method and how keys/certificates are handled.
- Check whether the configuration specifies strong cryptographic choices (e.g., modern cipher suites and secure negotiation behavior).
- Confirm that the endpoint you connect to is the one you expect, since trust in the remote VPN endpoint affects your overall risk.
If the setup details are not visible, treat any security assurance as limited to the general concept, and rely on your provider’s documentation for specifics—because L2TP/IPsec can be implemented with different security settings.
