A VPN (Virtual Private Network) can’t “remove” congestion from the internet. Congestion happens when network capacity is strained somewhere along the path between you and a service. What a VPN can do is change the path your traffic takes and how intermediate networks handle your traffic (at least from your local network’s perspective), which can alter the symptoms you experience—such as slower page loads, choppy video, or stalled downloads.
