How a VPN affects “location-based” ad targeting
A VPN (Virtual Private Network) can sometimes reduce location-based ad targeting, but only in specific ways.
Most ad systems have multiple inputs. One common input is IP-based geolocation: advertisers infer an approximate country or region from the IP address your device is using. When you connect through a VPN, your traffic typically exits through the VPN provider’s network. That can make your visible IP location different from your real physical location, so IP-based location inference may be less accurate.
However, “location-based targeted ads” is not a single mechanism. Even if IP-based location becomes less reliable, other location-related signals may still support targeting. For example, many apps and websites can learn about region through account information, language/currency settings you choose, time zone, or device identifiers. If location is explicitly provided (such as via browser permissions or an app using GPS), a VPN generally does not prevent the app from receiving that location from your device.
So the direct answer is: a VPN may help with some forms of location-based targeting (especially those heavily dependent on IP geolocation), but it does not reliably prevent all location-based ads.
Why VPNs can change what ads “see”

- Approximate location inferred from network information (often IP-based)
- More direct location obtained from the device or user-provided settings (GPS and similar signals)
A VPN mainly affects the first category. If an advertiser is relying primarily on IP geolocation, your VPN can plausibly lower how accurately they associate you with your physical area. If the advertiser (or the app showing ads) uses direct location access, the VPN won’t remove that underlying information.
Practical checks to see what happens for you
You can verify how much impact a VPN has on your own ad experience with simple, non-technical checks:

Compare ad content with and without a VPN Pick the same website or app, and observe whether the ad themes or local references change after enabling the VPN. Use short, consistent sessions to reduce unrelated changes.

Look for location cues beyond your IP If you still see strongly local results (for example, nearby store details or “near you” messaging) after switching IP location, that suggests other signals are driving targeting.

Check whether location permissions are granted Review browser/app permissions for location. If location access is allowed, consider temporarily changing it to see whether location-sensitive ad behavior changes. (This is about permissions, not about the VPN.)

Watch for account effects Test in a logged-out state if possible for the relevant service. If the ads change substantially when you’re not logged in, that indicates account data plays a bigger role.

Location-based ads often sit within a broader set of tracking and personalization concepts:
- Geolocation is not one thing. IP geolocation is approximate; device/app location can be much more precise.
