A VPN is relevant here mainly in one respect: it can make your internet traffic harder to inspect by parties on the network path and can reduce exposure of certain IP-based signals. That can help with risk scenarios like public Wi‑Fi snooping or some kinds of interception attempts.

However, a VPN is not a complete shield against extortion. The core harm often comes from social engineering and from what happens after you decide to pay, click, or enter credentials.
